PERSONALITY:
Archangel Gabriel was described by Jon Hamm as "that over-officious boss. Thereβs a version of him from βOffice Space,β Lumbergh, thereβs a version whoβs [Jack] Donaghy [in β30 Rockβ] β the towering, confident person who is supremely certain of his own rectitude but is very often totally wrong.' (Variety). He's that modern motivational boss everybody has. The kind of person who will call you in on your day off and then vanish in 'meetings' all day where you're not entirely sure if he's actually working or actually screwing around on his phone. He's the boss that puts you down for not smiling while on the job (or eating sushi, or allowing yourself to relax and get a little soft), but he does it in a way that couldn't get HR on his tail because y'know you should actually be smiling and not eating sushi dude c'mon he'll go easy on you because he's got to get to the next level of flappy bird.
Buried deep beneath the heartless corporate exterior of such beings is someone who is usually nothing like the image they project on the outside. That's large parts of who Gabriel is, even if he himself won't admit it. To Gabriel, he's a smooth, calculating, dangerous boss who has spent most of human history playing spy after some very martial beginnings. He treats Aziraphale like trash with that special kind of managerial gaslighting you only get from somebody who has a lot of power and authority. He sees it as his right - as his boss. He was created specifically for the purpose of doing Good Omens God's will which was basically make sure heaven keeps running smoothly, judge human beings, and end the world when the signs point to it. In reality he's a being who is (almost) completely out of touch with the human condition, used to having things go his way, and unable to reconcile with his own privilege because he sees his life as service - and if you serve you can't be privileged right?
Trying to understand God's great plan (ineffable as it is), is like playing a card game in the dark. It's not entirely his fault (like 1% in a sea of 99% where he is a great big tool). He's one of the people God's trusted with information. He and his hierarchy (all the other archangels) have been so preoccupied with worldly management they haven't had time to go anywhere else or do anything else. God is playing her card games and Gabriel and the other Archangels are trying to manage 10 million angels and make sure human beings don't suffer
It's starting to wear on him. He's genuinely excited (ep 4.) when he talks about battling the forces of hell with Aziraphale. The rest of reality kind of slips by the wayside because he actually gets to do something. God's plan of keeping her personal little flock of pigeons sequestered may have backfired because Gabriel is itching to get back in the field and do what he was created to do - destroy the enemy. This office thing has been a lot of fun but he'd like to do something new even if he doesn't know what it is. When human beings step in the way of that, he can't do anything about it. They're who he serves no matter what.
That's why he retaliates so intensely when Aziraphale and Crowley stop the apocalypse. If you were to ask him why he tried to light Aziraphale on fire, he'd respond with "doing her will." Gabriel's really intense "Shut your stupid mouth and die already" is the sign of a person who is angry what he wanted didn't happen.
That doesn't mean he's evil.
While Good Omens never particularly talks about how Angels relate to each other one can extrapolate that he really cares about those close to him. When we say close we don't mean Aziraphale (unfortunately). Gabriel is very close to his hierarchy (Micheal, Uriel, and Sandaphalon). In episode 6 when Crowley-as-Aziraphale tricks them with hellfire he puts himself directly in front of his colleagues. He cares, and in the wake of something new, he maybe cares a little bit more then he did. That nowhere near exonerates him - it's pretty clear he's done a number of really terrible things, but he's capable of caring. That's a start.
That's Gabriel. Gabriel is Aziraphale's "can you do that that'd be great." boss. Those bosses play favorites and Aziraphale simply isn't Gabriel's even if Gabriel doesn't know it. Angels are built to like everyone and the idea that he might have a personality outside of obedience and servitude isn't one that the archangel would entertain. Getting out of heaven would be good for him. In the real world he'll have to deal with people who aren't in his select circle. He'll sink or swim, rise or fall.
POWER:
Gabriel is an Archangel, one of the highest beings in Good Omens's heaven. He is a celestial being (which means he looks something like a sparkly multi-winged tire in his real form) but he can do the following things.
Miracles: The ability to generate things at need, remove things, minor - very minor - reality alterations. Theoretically he can do all the stuff Aziraphale can.
Heavenly Manager: The nebulous ability that comes from knowing the ineffable plan - or at least what he thought was the plan and presumably guarding her instructions. In this case it would manifest as a vague idea when things are wrong, like a sort of danger sense. It ties into his sense of heaven because it comes from her Grace.
Since he's disconnected from Her grace this ability will go wrong 75% of the time. He's a manager sans keys and it's throwing him off.
Speed: So Gabriel is the messenger Angel (delivering prophecies and miracles and such) which means he's as fast as lightning (ep 4). He travels via lightning (ep 6). Imagine Jon Hamm pulling a Barry Allen. He runs and he can go where he's needed.
Electrical charge: As a consequence of travelling via lightning he can control and emit a mild electrical charge.
Weaknesses:
A complete disconnect from the Human Condition: Gabriel may look like a middle aged man but he has the awareness of a 10-14 year old. Adam probably knows how to function better in society then he can. He loudly insists he's buying pornography in Aziraphale's book shop and it's safe to say he doesn't know what it is. He has barely any idea what human beings do and even if mankind has managed to replicate some of heaven's technology he doesn't bother to know what it is. He has no idea how to manage anything.
Can be killed: With so many powered people there are several who can probably get in a pretty good shot.
Essentially, Gabriel is a dog. A big furry dog that can run really fast, bite stuff, and is loyal to one master only - not doing well without one.

Gabriel has a very nice icloud, an icloud 10, the latest model - but that was before she sent him here because? Why? He has no idea. Instead there's a very well dressed middle aged man grinning at the camera, but there's an edge to it. An upsetting unnatural edge that's nerves.]

[He looks stressed. Beyond stressed actually as he stares at the camera.] Okay so you know that thing where you get super...nervous? And you breathe deep to calm down you're supposed to do it in a paper bag right?

I guess I'm nervous because I was grabbed in my office. We were doing some stuff that was pretty important - we had a huge setback in a plan we'd been working on for awhile and - [nervous laugh] we had to fix it because you know, some projects have to be done and-
[He rolls his eyes.] Breathing right? Why's it so hard?

FINAL NOTES: More then willing to take power notes as he's canonically a pretty powerful character so I'm unsure of the limits of his abilities or how to space things out.
REVISIONS
Archangel Power Umbrella Gabriel is an archangel - of a higher hierarchy then the principality Aziraphale. That said, thanks to dimension-hopping and his own complete disconnect from human nature he's had his powers nerfed. Being an Archangel in the Good Omens Universe means he has the following abilities:
Wings: Gabriel is a celestial being who can manifest wings. Rather then the traditional 2 he manifests 4 but he - and the other higher ranking angels consider exposing themselves in such a fashion rude. He can't fly with them, they're mostly for show because he prefers to travel either by his own personal speed or lightning. He's a pigeon sans flight. Having rarely left heaven (super rarely) he hasn't had the need to try nor would he. He wants to go down to earth he can do so by lightning. It just doesn't change his physical form.
He also won't eat or drink or sleep - and in fact will actively resist those things. Food is for human beings, it's gross, it leads to gross bodily functions and honestly it's for them. All he needs is grace.

Thanks to being here, he can't respawn and he'd die if shot or killed or poisoned or any of those things. Ordinarily he'd be immortal, here he'd die.
Miracles most angels can make things and do minor reality alterations. Aziraphale fixes Anathema's bike for instance. Miracles are supposed to benefit mankind but Gabriel doesn't care. Consequently his abilities are - well. Rusty. So rusty in fact they've atrophied. Yep. It's like a muscle and one he can no longer use.
Healing/Bringing People back to life While he could do it in his world, this power has been completely nerfed and the last time he used it was probably before human history. Another atrophied muscle/ruined muscle thanks to dimension-hopping.
Heavenly Management/Bad Spider-Sense: What Gabriel lacks in miracle skills he makes up for in his "management sense". That's not what he calls it, but it's a danger sense that stems from her grace coupled with a sense of when things are off or wrong. It's a spider-sense, triggered by alterations or when things are dangerous. Being that he's a martial being, he'd then defend her creation -
But because he is disconnected from her grace in his world, his ability will only work correctly 50% of the time. (This will get a permission post.) Imagine Spider-Man swinging into a building expecting danger only to find - no one there and people staring at him like he's an idiot. The other half of the time there's danger and he'd use-
Super Speed Gabriel is the angel of messengers and charged with delivering her words to human beings, to angels, to everyone. He's incredibly fast, as fast as lightning. Biblically, he's the angel of storms and wind. In Good Omens he travels via lightning and presumably can run as fast as lightning. Not that he would do so unless it was really important or he was really pissed off and needed to get somewhere quickly.
Electrical Shock Jon Hamm as Barry Allen and as Pikachu? More likely then you think. Gabriel's lightning powers back home would be the kind of thing he could use to smite people (You should have seen what he and Micheal did to Sodom and Gomorrah.) Here however it's an electrical charge - an electric shock like a taser. This he is going to be pissed to lose.
Essentially he loses what makes him a basic angel (miracles and healing), damages what makes him an archangel (heaven sense and connection to her), and keeps what makes him her soldier - his super speed and electrical shocks - and even then they're not that powerful.
Weaknesses: His weaknesses remain the same. He has no concept of the human condition. He has the awareness of a 10-14 year old of what it means to be a human. As an Angel, he's - essentially a company man. Part brainwashed soldier part smug arrogant son of a powerful person. He knows he's beloved and that makes him arrogant and stupid.
